Constructing Crisis Care: Lessons from the Development of a Crisis Receiving Center

In this session, leaders from the Mental Health, Addiction, and Recovery Services (MHARS) Board of Lorain County (OH) and their partners shared their extensive experience and valuable insights into the development of a crisis receiving center.

This session provided a guide for communities embarking on similar projects, offering practical strategies and lessons learned. Whether you are in the early stages of planning or looking to refine your approach, this webinar will provide you with insights to navigate the complexities of initiating crisis facility capital development and/or infrastructure projects.

Todd Cooper, PE, CCM, LEED AP | Senior Vice President and Regional Manager, Mid-Atlantic, Hill International, Inc.
Todd Cooper has been focused on delivering projects for Owners for more than 25 years as an Owner’s Representative, Program Manager and Construction Manager. Todd focuses on delivering projects through a collaborative approach that brings together stakeholders to develop projects that are not only responsive to the Owner’s needs, but also maximize value. Todd’s specialties include risk analysis, CPM scheduling and claims avoidance and analysis. Under Todd’s leadership, Hill has delivered healthcare projects for clients that include Johns Hopkins University, OhioHealth, Trinity Health Systems, Mt. Carmel Health Systems, Essentia Health and Allegheny Health Network. Todd is currently responsible for overall client satisfaction throughout the Mid-Atlantic region, verifying Hill clients continue to receive high-quality support and exceptional project and construction management personnel. He also works to grow the firm’s footprint in existing geographies as well as in new markets.

Michael K. Doud | Executive Director, Mental Health, Addiction and Recovery Services (MHARS) Board of Lorain County (OH)
June 2021, Michael K. Doud began in the role as the executive director of the Mental Health, Addiction and Recovery Services (MHARS) Board of Lorain County. Prior to joining the MHARS Board, Michael had 30 years of experience in behavioral health and community development throughout Northeast Ohio. Most recently, Michael was the Chief Operating Officer of the Emerald Development & Economic Network Inc. (EDEN), a non-profit community housing development agency in Cleveland. His work included supervising directors throughout EDEN, with 160 employees. Prior to EDEN, Michael was employed with the Alcohol, Drug Addiction & Mental Health Services Board of Cuyahoga County as its Director of Behavioral Health Services for 20 years. Early in his career he worked at the Nord Center and St. Joseph Hospital Community Health Partners in Lorain as well as Alternative Paths Behavioral Health Center in Medina County. Michael obtained his Bachelor of Arts Urban Studies and Planning from Levin College Cleveland State University and Master of Science Social Administration from the Mandel School Case Western Reserve University. Licensed Social Worker by the Ohio Counselor, Social Worker and Marriage & Family Therapist Board.

Mark Johnson, LISW-S | Chief of Behavioral Health Services. Mental Health, Addiction and Recovery Services (MHARS) Board of Lorain County
Mark Johnson works at the MHARS Board of Lorain County as the Chief of Behavioral Health Services and leads the Community Services Team. Johnson also chairs the Continuum of Care Subcommittee and sits on the Steering Committee for the Lorain County Crisis Response Project. He is also the MHARS lead with the Clear Pathways Learning Community and sits on the State Crisis Task Force. Johnson is also initiating a Continuous Quality Improvement focus that is informed by data and outcomes. He is a Licensed Independent Social Worker-Supervision, with a Master of Science in Social Administration from Case Western Reserve University.

Salvatore Rini, AIA, ACHA | Managing Principal, Perspectus
Sal, Managing Principal for Perspectus, is a seasoned architect with more than 30 years of experience in master planning, programming, and design of healthcare and behavioral health facilities. Having led many of the firm’s largest and most notable healthcare projects, Sal is fluent in all aspects of project delivery, and is comfortable working closely with collaborative teams to ensure the clients’ visions become reality. Sal embraces the serious and sensitive nature of behavioral health projects as well as the challenge to design spaces for respectful resolution and healing. His respect for this societal issue, woven with the team’s programming, planning, and design prowess has provided project stakeholders with informed, nuanced, and comprehensive visions for their projects, delivering leading-edge design focused on patient care.
