Clear Pathways’ 9-1-1 and 9-8-8 Interoperability Strategy

Join us for Part 1 of a three-part series exploring findings from Clear Pathways’ Crisis Response Pilot for 9-1-1 Public Safety Answering Points (PSAPs) and 9-8-8 call centers.

Since 2022, Clear Pathways has developed, piloted, and continuously refined a strategy to enhance coordination between emergency response and behavioral health crisis systems. This session will provide an overview of the strategy and insights from the pilot project that tested it, including a discussion with pilot participants who will share their firsthand experiences and lessons learned from pursuing 9-1-1/9-8-8 interoperability in their communities. 

Learning Objectives: 

  • Explore the role of 9-1-1 and 9-8-8 interoperability within the broader behavioral health crisis response system. 
  • Gain insight into Clear Pathways’ 9-1-1 and 9-8-8 Interoperability Strategy and the key factors influencing its development
  • Hear firsthand from pilot participants about their experiences, challenges, and insights 

*Parts 2 and 3 of the series will take place in June and August and will focus on scaling 9-1-1 and 9-8-8 interoperability and pilot evaluation results.

Cal Jenkins | Assistant Director of Research and Evaluation, Clear Pathways
Cal Jenkins, M.S., is Assistant Director of Research and Evaluation for the Clear Pathways Initiative. In this role, she leads the Initiative’s 9-1-1 and 9-8-8 interoperability efforts. This includes conducting a 9-1-1 call system assessment, developing an interoperability strategy, and directing the Crisis Response Pilot to test this strategy in Ohio communities. Cal collaborates with both subject matter experts and local partners for the implementation and evaluation of the pilot, and she presents this work to national audiences focused on improving crisis response.

Rob Jackson | Senior Consultant for Public Safety & 9-1-1, Clear Pathways
Rob Jackson, MPA, consults with Peg’s Foundation and brings significant expertise to the Clear Pathways initiative. He has an extensive background in public safety service, spanning 39 years. His experience includes 20 years in the volunteer firefighter & EMS service; 25 years with the Ohio State Highway Patrol, where he retired as a captain in charge of technology and communication services; and eight years as a Deputy Director in the Ohio Department of Administrative Services, with a role as the state 9-1-1 administrator for the State of Ohio.
Vince Brancaccio
Vince Brancaccio | Chief Executive Officer, Help Hotline, Inc.
Vince Brancaccio is a seasoned leader in the field of social work and mental health services, with a wealth of experience and a strong commitment to community well-being. In 2014, he assumed the role of Chief Executive Officer at Help Hotline, Inc., a pivotal moment where he spearheaded a transformation by rebranding the agency to Help Network of Northeast Ohio in 2016. Vince’s leadership has been instrumental in managing an organization that boasts a dedicated team of over 50 full- and part-time employees. He has been an Administrative Accreditation Surveyor for CARF for the past 9 years. He also does private practice counseling for individuals and couples.
Brian Stroh
Brian Stroh, MD | Chief Executive Officer and Medical Director, Netcare Corporation
Brian Stroh, MD is the Chief Executive Officer and Medical Director of Netcare Corporation. He has a Bachelor of Science in Psychology, a Doctor of Medicine, and a residency in psychiatry, all from The Ohio State University. Dr. Stroh served as chief resident in his final year at the university and is board-certified in psychiatry by the American Board of Psychiatry and Neurology. Employed by Netcare as a staff psychiatrist since 2006, he became the Assistant Medical Director in 2008 and then CEO and Medical Director in 2021. Teaching has long been one of Dr. Stroh’s interests and has had both medical students and residents work with him at Netcare as part of their training programs. He has been involved in the Crisis Intervention Team (CIT) training program, both as an instructor and participating in role plays. He lives in Columbus with his husband and in his off hours enjoys travel, skiing, technology, and politics.
Dan Faraglia
Dan Faraglia | Crisis Coordinator, Mental Health & Recovery Services Board of Allen, Auglaize & Hardin Counties
Dan has 20+ years of experience in the Social Work field. He was the Housing Director for a Community Behavioral Health Provider for 15+ years. Dan has experience supervising and implementing crisis services within the community. He previously was the Chair for their local Housing Consortium and participates in the BOS Continuum of Care. Dan has participated in the statewide Blueprint to End Homelessness. Dan has experience in multi-system collaboration and service implementation including multiple capital projects(both rehabilitation and new construction). Dan has 10+ years experience in Recovery Housing & Permanent Supportive Housing licensure, operations, and oversight. Dan participated in the 911/988 Interoperability Pilot with Hardin County PSAP and Coleman Health Services. Dan is responsible for the Crisis Continuum and services therein for Allen, Auglaize, and Hardin counties.

Mark Johnson | Chief of Behavioral Health Services. Mental Health, Addiction and Recovery Services (MHARS) Board of Lorain County
Mark Johnson works at the MHARS Board of Lorain County as the Chief of Behavioral Health Services and leads the Community Services Team. Johnson also chairs the Continuum of Care Subcommittee and sits on the Steering Committee for the Lorain County Crisis Response Project. He is also the MHARS lead with the Clear Pathways Learning Community and sits on the State Crisis Task Force. Johnson is also initiating a Continuous Quality Improvement focus that is informed by data and outcomes. He is a Licensed Independent Social Worker-Supervision, with a Master of Science in Social Administration from Case Western Reserve University.
Chris Mayfield
Christopher B. Mayfield | 911 Emergency Communication Center Manager, City of Columbus (OH)
Chris was born and raised in Central, Ohio and has been with the Columbus 911 Emergency Communications Center for nearly 19 years. He began his career in 2006 as a police dispatcher and spent 10 years dispatching and training new hires. In 2016, he was promoted to into a supervisory role. In 2022 Chris became the first non-commissioned City of Columbus 911 Emergency Communication Center Manager, a position historically held by commissioned Columbus Police Commanders.
